3rd Gets Rat-proof Trash Cans

Activists Rick Swinger got his rat-free trash cans for 3rd Ave in Venice.  Swinger has championed the cans publicly since he asked for them at the original town hall years ago.  They have been in the works somewhere since then.

At one time, the Venice Update offered to pay for them, and then Rick said he would split the cost.  That got filed along with the original request.  Everyone knows that rat-free trash cans keep the rats hungry.  Hungry rats leave the area.  Google now has rat traps on their property because of a health department inspection requested by Swinger for 3rd Ave.  He has also asked all vendors and service agencies to stop dumping food on 3rd but that request has hit deaf ears.

Lancaster Wants to Ban Feeding the Homeless; Residents of 3rd Ave Have Long Fought Such Feedings

Lancaster tries to ban feeding the homeless — taking food to them — but opposition leads to postponement of decision.

Rick Swinger and others living around 3rd Ave in Venice have long fought people dumping food off in Venice.  It is usually food that is about to spoil and ends up spoiling on the streets where the homeless live and this invites the rats which bring diseases.  Others go to the homeless and feed them.  Services have objected to this because people stop going to eat where there are services that could help them.

Supreme Court Grants Extension for City of Boise Homeless Case to be Heard

(14 July 2019) This month the U.S. Supreme Court granted Theodore B. Olson and Theane Evangelis on behalf of the City of Boise an extension to ask the justices to take up the case of Martin vs. City of Boise, according to Sunday LA Times article. The petition to the U.S. Supreme Court is due 29 August with a decision from the court as to whether to hear the appeal expected no sooner than October.

Most are familiar with the Jones Settlement which allowed homeless to sleep on the sidewalks until a certain number of units were built in both downtown Los Angels and other other areas. Earlier this year the Ninth Circuit Court of Appeals heard Martin vs. City of Boise that stated one cannot criminalize homeless if there is no shelter for them. The ruling effected nine states, one of which was California.

The LA Times article gives the history of these decisions and explains what has happened as a result. Los Angeles is caught in the middle of keeping the homeless comfortable and out of court and the city clean and free of disease.

County Health: Venice Does Not Have a MRSA Situation

County Department of Public Health has made a statement regarding the concern of an MRSA outbreak on 3rd Avenue as reported by a Lava Mae spokesperson at the Venice Neighborhood Council.

Venetians are now questioning the cleanliness of the areas and the subjecting of all Venetians to possible diseases prior to outbreaks. The story has been festering since 21 December and only today has there been a statement from the Public Health Department.

The Venice Neighborhood Council Homeless Committee is meeting Friday to see if a clearer path to some of these questions can be obtained.
